Date picker for Issued Transmittals/Submittals

Currently we have a date selector for Issued transmittals in Outgoing/Incoming, but that data picker doesn't allow us to quickly select through years. Imagine we have to go back 3 years we will have to browse through each month and end up having several clicks. Rather there should have been a year selector.
