Require Comment on Rejecting a transition

• It is possible to set an approval on a transition.

• It is possible to set a mandatory comment on a transition.

We want to bring these two features together. It is not possible to enforce a comment upon rejecting a transition.

This means, after receiving the email 'An issue is awaiting your approval' the approver can just reject and the original assignee does not know the reason. This is why we would like an option for 'Mandatory comment upon rejection' (maybe like checkbox, 'enforcing order of approval')
