Store the users who have been listed under "Assigned To" for the different phases in the database, making it possible to automatically assign them in subsequent phases, similar to how the creator is managed.

Right now when grouping annotations and creating an issue linked to that group, only 1 element of that annotation group changes color. It would be a LOT more efficient if the whole group would change color.
